Definition:	Enables the transfer of L-histidine from one side of a membrane to the other. L-histidine is 2-amino-3-(1H-imidazol-4-yl)propanoic acid. In high-affinity transport the transporter is able to bind the solute even if it is only present at very low concentrations.
